SCUT - Information for foreign visitors
The concept of SCUT, short for "No Cost to Users", was introduced in Portugal in 1997, the government of Antonio Guterres, the hand of the Minister for Social Equipament, João Cravinho. The SCUT were originally highways under the virtual tolls, whose construction costs, upkeep and maintenance were supported by the Portuguese, in particular, the A22, A23, A24, A25E A14.
In October 2010, has begun the government's plan to eliminate SCUT, with which the motorway A4 (Matosinhos - Aguas Santas), A17, A28, A29, A41 and A42 and left the regime became SCUT paid.
